Looks like it's bracing the sides of the channel, like when they excavate city streets and don't want the sides to collapse in on them.

This is part of a sewer line restoration project. A HUGE, brick-lined sewer line runs from the pictured location through the "Palisades del Rey" hill to Culver Boulevard. What you are lookng at is the recent (circa 2001) equipment which is either still being used or was abandoned by the GC.
